Valma reporting system
Valma is an e-service system meant for travel organisers obligated to provide a security. Travel organisers can register their business in the guarantee register or provide required reports in Valma.
- Travel organiser, a person authorised by the travel organiser and the person verifying the travel organiser’s reporting data are entitled to use Valma.
- Log in to Valma using Suomi.fi e-Identification.
The Finnish Competition and Consumer Authority uses Valma also for processing compensation claims. A compensation claim for travellers will be opened in Valma if a registered travel organiser is found insolvent.

- Select the desired function. Options are:
- Provide travel organiser information: you can register a business in the guarantee register or submit forms to the FCCA on behalf of a registered business.
- Validate travel organiser information: you can check the information provided by the business.
- Log in using Suomi.fi e-Identification.
- Choose “Select organisation” and find the business you represent in the list that opens.

Options on the Valma home page are:
- Enter a business into the Travel Guarantee Register
- Estimate sales of travel packages
- Report actual figures for travel packages
- Apply for reduced security / Supervision of reduced security
- Notification of discontinuation.

Registration of a travel organiser and provision of information
The registration of the travel organiser and the provision of the necessary information may be carried out by a person separately authorised for the use of Valma or by the following persons entered on the business’s extract from the Trade Register:
- managing director
- deputy managing director
- trader
- person authorised to sign (not a holder of procuration)
- partner.
Foundations and associations must always grant authorisation to the data provider.

- Authorisation is granted to a person, not a business.
- If authorisation is granted to e.g. an accounting firm the accounting firm must grant a mandate to represent to an accounting firm employee.
Validating travel organiser forms in security matters
Certain travel organiser forms require verification of the information provided.
The validation of forms for businesses subject to statutory audits (Auditing Act 1141/2015) is carried out by an auditor. If the business has an auditor entered in the Trade Register, the auditor can log in to Valma without separate authorisation.
The auditor of a limited partnership and a general partnership must be granted authorisation to validate the information, as the auditors for these companies are not entered in the Trade Register.
Foundations and associations must also grant authorisation to a party to validate the information.
If a business is not subject to statutory audits, the validation is carried out by the person who has been granted a mandate and who is responsible for the business’s financial administration, such as the accountant.

- Authorisation is granted to a person, not a business.
- If an authorisation is granted to e.g. an accounting firm the accounting firm must grant a mandate to represent to an employee of the accounting firm.

Logging in to Valma will not be possible, if
- a person has not been granted a sufficient mandate or the mandate has expired.
- the business ID has expired.
- the business has been declared bankrupt.
The Valma system requires that the operational status of the travel organiser is valid in the Business Information System (YTJ). Reorganisation, liquidation or the interruption of a travel organiser’s operations will not prevent the use of Valma, if the business ID is still valid.

The FCCA’s advisory service for travel organisers also helps in matters related to authorisations.
