The Finnish Competition and Consumer Authority (FCCA) decided yesterday to begin phase two investigations in an acquisition in which Elisa Corporation acquires control of the companies PPO-Yhtiöt Oy, Kymen Puhelin Oy and Telekarelia Oy.
The parties to the acquisition operate on the Finnish market for telephone and telecommunications services. Their core activities are services provided in fixed and mobile networks. On the market in question, the concentration has a very significant market position.
During phase two, FCCA will investigate whether the acquisition may significantly impede effective competition on the Finnish market or a substantial part thereof, in particular as a result of the creation or strengthening of a dominant position. As a result of phase two, FCCA may approve the acquisition as such, attach conditions to its approval or propose that the Market Court prohibit the deal. Under the Competition Act, the further proceedings may last no more than three months.
The FCCA decision issued yesterday contains several business secrets concerning the parties, and it can only be published after the secrets have been removed. The public version of the decision will be published on the FCCA website as soon as it is ready.
