The Consumer Ombudsman assisted five consumers in proceedings by the Helsinki District Court aimed at establishing whether the Estonian company Top 10 Travel Service Oü, which has been selling travel packages on behalf of the Norwegian company GO International AS, was responsible for refunding the price of trips to consumers. In its rulings of 30 November 2016, the Helsinki District Court found that, as a travel agency of GO International AS, Top10 is responsible for refunding the price of trips to consumers. The court rulings are legally binding.
Since GO International AS went bankrupt in 2015, it was unable to provide the travel or refund the related sale price to consumers. Consumers had bought the trips provided by the tour operator GO International AS through the travel agent Top 10 Travel Service Oü.
Since Top10 is established in Estonia, any other consumers seeking a refund in Finland should contact the European Consumer Centre Finland, which handles matters related to cross-border trade, for instructions.
